offically on 10.11
Forces a few subtitle defaults
Subtitle mode: Smart
Burn Subtitles: All
Enabled Always burn in subtitle when transcoding

User option will always overwrite this but if they are not set then these are default
MediaSegments is now defaulted to asktoskip

To note I have a few PR's manually merged
10.11.0 web version may have a few features that is not working correctly on 10.9.x

Requires latest 10.10 server, Otherwise does nothing:
