What I did

Set attr route_group_id in creating ENI
Specify action SET_TUNNEL_MAPPING for routing type vnet_encap, then

Why I did it

Bind route group to one ENI
Be successful to create DASH SAI object SAI_OBJECT_TYPE_OUTBOUND_CA_TO_PA_ENTRY

How I verified it
DASH test cases in sonic-mgmt repo.
