Merge pull request #56 from elf-pavlik/sync

sync up with the [version proposed by the W3C team to the W3C Advistory Committee](https://www.w3.org/2023/09/proposed-solid-wg-charter.html),
in order to allow the CG to propose improvements, in order to address [AC reviewers' comments](https://github.com/w3c/charter-drafts/issues?q=is%3Aissue+%5Bwg%2Fsolid%5D+assignee%3Apchampin).

Any PR to help address these remarks is welcome on *this* repository,
I will make a consolidated PR on https://github.com/w3c/charter-drafts/ afterwards.
