add github workflow ci
Fix
The reason for ci block can be found in #38
ErrMaxActiveConnReachedis hard to reproduce, So I delete the test case for checkErrMaxActiveConnReachedTODO
Due to too many lint errors, I temporarily closed golang lint CI. We can slowly repair it in th future.
