We need this version, because this PR: unicode-org/icu4x#1784 is depending on the new version. right now we are depending on git. |

The hardcoded data stuff doesn't actually include breaking changes since it's purely new APIs (though it may affect people running with
default-features = falseunfortunately), happy to make it 0.4 instead.
