Re-acquire first standard in dithered observations (#33)

* Move code to acquire new standards to a separate method

* Record dither position in overheads table

* Allow to specify telescopes to acquire in GortObserver

* Re-acquire first standard during dithered observations

* Home mask after an hour since the last homing

* Rename reset() -> reacquire_first()

* Disable timed homing of the fibsel for now

* Rehome fibsel each observation
