Update CI Pipeline and dev dependencies, target Python 3.8 #154

What this implements/fixes

Current PRs fail CI due to outdated dependencies and/or incompatibility with current dependencies. In this PR, we

  • Move to Python 3.8 as our current dev target.
  • Update the dev dependencies to their latest versions

Some of the freshly pinned dependencies are not available for our lowest supported Python version 3.6. Although it would be nice to support legacy installations, Python 3.6 is end-of-life since December 2021, and we will drop it from our list of supported versions.
