Fix Spyder SetTheme method.

• ini package couldn't handle values starting with '#', even if inside quotes.
• Ditched ini package, switched to line-by-line reading and then writing.

ThemeChanger for Auto-Dark-Mode

First alpha build of ThemeChanger (v0.1.0) for Auto Dark Mode. Change themes for programs that don't adapt to system theme on Windows 10/11.
