Fix: use recommendedMasterCopyVersion only for Safe upgrades #4747

What it solves

We want to decouple the default Safe version when creating a Safe and when upgrading a Safe:

  • for creation – from an env variable NEXT_PUBLIC_SAFE_VERSION
  • for upgrades – from chain.recommendedMasterCopyVersion

Once we decide to set recommendedMasterCopyVersion to the same version as NEXT_PUBLIC_SAFE_VERSION (i.e. 1.4.1), we can remove this logic.
