Gutenberg 19 was released today and this PR deprecates the Per Page and Offset controls that were merged with WordPress/gutenberg#58207.
Until 6.7 is released, it's safe to assume that there may be users that will have both plugins installed so this PR also introduces a new internal slot and conditionally adds the old controls there should Gutenberg be less than version 19 and core is less than 6.7
