We cannot (apparently) use a type alias for `ptp_pin_function` because CI is unhappy with that (e.g. https://github.com/rust-lang/libc/actions/runs/11921706273/job/33226419934?pr=4114) We can always add that type alias later; it's not a breaking change (backport <rust-lang#4114>) (cherry picked from commit a2ec642)

Update the musl headers in CI to use alpine-linux instead of sabotage-linux. Alpine also uses musl but follows the linux stable releases, providing more up-to-date headers. Now that we have Linux 6.6 we can clean up some of the test exceptions. Not all of them can be removed, so the comments are updated if needed.
