What does this PR try to resolve?

This is a part of #15283

In the RFC, I mentioned this might be blocked on #12235.
In hindsight, the use of this is rare enough that I suspect we can go ahead and warn without user controllable lints.

Can we close #15283, as I don't think there is anything else to do here?

Once we have the next edition, we need to remove support for the field.
