I configured goreleaser minimally to let everyone just download pre-built binaries.
As you might already know, goreleaser is used by a lot of awesome go projects, like golangci-lint and go-task.
The workflow added in this PR builds binaries for multiple OSs and architectures when a tag is pushed. It is tested manually in my forked repository at https://github.com/tapih/sql-migrate/releases/tag/v1.7.0.
