Depend on fedora-gpg-keys, but only when building on Fedora. Replace bundled keys with links to system RPM keys, which are provided together with repository definitions. Share only rawhide keys.
Do not restrict sharing just to rawhide, but use all keys.

This complements PR #121, where it may delegate rawhide switching to fedora-repos package change. https://src.fedoraproject.org/rpms/fedora-repos/pull-request/142 should help to provide rawhide+1 links as well, directly from the authoritative source. |

We actually do not want to do this, because it makes it easy for us to miss when distribution-gpg-keys needs to be updated. It also makes us block on fedora-repos in Fedora, which can be unpleasant. |

Reuse fedora-gpg-keys provided keys when built on Fedora. When built on something else, still provide all keys only from this package.
