[WIP] RzIL lifting for SPARC

Detailed description

Add RzIL lifter for SPARC. References being used:

Test plan

Add RzIL tests in db/asm.

@DMaroo have you considered updating SPARC in Capstone first? I remember the support of it in Capstone is limited, e.g.:

• SPARC: missing instructions: std, ldd capstone-engine/capstone#1699
• SPARC flush instruction is not recognized capstone-engine/capstone#1322
• SPARC: Wrong disassembly of rdy instruction capstone-engine/capstone#1450
• SPARC: Cannot disassemble ldd instruction for gp registers capstone-engine/capstone#1451
• SPARC: Missing sparc_v8 support capstone-engine/capstone#1461

I think updating Capstone first is important, since you will get instruction details for the RzIL uplifting from Capstone cs_insn instruction, so that changing the RzIL uplifting code afterwards will be harder.
