I would like to understand what the underlying need is behind this pull request? Need an ARM build for nightly release or increase the testing coverage? I would like to just add ARM build for nightly release if it's the target, that could prevent us consume too much public resource here :)

Just try to do riscv64 development on an Apple Silicon Mac (in Linux VM) and would like to have nightly releases.

For anybody who doesn't need nightly releases/bleeding edge tools then @ilg-ul's xPack RISC-V bare-metal tools might be another option:
