Motivation

resolves #239

Solution

downscale owners' limits by checking avg of their order's vault balances of all their token vaults against other owners cumulative balances, assign a divide factor to the ratio, avg the divide factors of all tokens, and apply that final value to the owner's limit,

evaluation of owner's limits happens when ever there are order changes, ie new orders added or removed, and those owners that their limit is set by bot admin explicitly through env/cli args is excluded from this process.
