cncf/sandbox#143 requires to add CNCF website guidelines to Radius website.

Followed the website guidelines from here -https://github.com/cncf/foundation/blob/main/website-guidelines.md and made changes to the following

  1. Removed Azure incubations team reference
  2. Added a banner to call out Radius is CNCF sandbox project
  3. Updated copyrights as per CNCF guidance
  4. Added CNCF trademarks
