This PR updates the remaining RES-regions to the base year 2019.
Please note that the export from etlocal to etsource shows some strange results, for the file datasets/RES02_drechtsteden/RES02_drechtsteden.derived.ad we see the following:
present_share_of_terraced_houses_2005_present_in_useful_demand_for_space_heating = 0.03387211000000001While on etlocal it is rounded to 0.03387211.
