Map chooser for SurfTimer v1.1

First release.

Changes:

• Support for tiers 1-8
• Plugins sort maps first by tier then alphabetically
• sm_server_tier is now located in mapchooser.cfg
• Updated readme

Quick Installation guide:

• Copy all .smx files to csgo/addons/sourcemod/plugins directory
• Change config files to your liking in csgo/cfg/sourcemod
• Profit!
