SurfTimer Mapchooser 1.8

CHANGES:

• Added tiered menu (big copy pasta from @sneak-it and @mbhound https://github.com/Sneaks-Community/sourcemod-mapchooser-extended) 🍝
• Translations will not colide with sourcemod ones 📄
• Added more translations to give more customizability 📝
• Added suport for ONLY_FULL_GROUP_BY 🤖
• Fixed a bug where after reloading plugin it will not display any maps to vote for, thanks to @dPexxIAM 💪
