ENH: Add support for database symmetry options #9

This is the XML read/write counterpart to pycalphad/pycalphad#412 so that we can handle "Option B/F" in XML.

Items to do:

Add tests, including verifying roundtrip of symmetry options, as well as verifying graceful failure when an invalid symmetry option is specified (should fail either at XML validation time, or in Database)
