Make some required params optional

This module is opinionated about things like chroot and SSL certificates. Make some of these options more customizable.

• Do not require chroot directory.
• Allow service to not be enabled, to allow support for Docker containers.
• Don't write empty vars to config file.
• Set SSL cert settings to not be set by default.
