Reason for PSL Inclusion

Rusnames Ltd. is cooperating with different organization in promotion native Russian domains. There are several hundreds domains in such program. In order to provide full service for рус domains our partners also provide hosting. Cloudflare is one of the additional services that requires third level domains in Your list. The second such service is Yandex.
This patch includes 10 most popular domains in .рус.

@sleevi @cpu Rusnames is the sponsoring org for this TLD, so their request is correctly formatted and placed, but as I raise in #1158 there may be an issue with the automation that I'd like to make certain does not roll the changes requested in this PR back.

@rusnames this appears to be the first of the nTLDs where we have to consider sub-domains of the registry. If there is an immediate need at this time, submitting a separate PR where these subdomains you add these within the PRIVATE section, we can perform that merge once validated, and then have you move these into the ICANN section where they belong once we know if the automation will break
