The macro is in the include files, no idea why parsing it from pg_config was needed.
Life is too short to figure out why it fails.

This MR moves the Windows packages building to Github so using Appveyor is not needed anymore. This also allows us to release Python 3.13 packages, sidestepping Appveyor late runner release.
