You're right, it is done. Upgraded pnpm action-setup to v4 and pnpm to v9.x.x

@psteinroe Would you prefer to specify the exact version v9.13.2 throughout, or should we remove this version specification from the global package.json to allow flexibility?
Because if we want to keep an exact version, I should add this exact version to the CI too
