Independent initial Civet implementation

The Civet component of this release reads and writes data from/to TripleStores.
The solution works, but in the overall OPAL workflow, there are lots of TripleStore accesses, which produce overhead. In the next solution, the Java Civet implementation will be directly integrated to other Java projects, without TripleStore data access.
