Remove the file type usage defined in product sepolicy

File type defined in product sepolicy shouldn't be used
to assign file label, since this will violate the latest
cts test cases. These cases test vendor sepolicy rules
without using product sepolicy, and will introduce 1000
plus failures.

Cts cases affected: SELinuxNeverallowRulesTestVendor suite.
