This API allows clients to write a higher number of spans without saturating the network.
Add support for writing batches of spans at a time.
The Trade ID has moved to 128 bits but our version and upstream don't support it which causes interop problems when parsing the hex headers
add support for 128 bit Trace IDs

I did not bump the version in this PR. Although the new API probably makes it appropriate to move to 0.1.1.
