Defaulting DEBUG to false for production

Defaulting DEBUG mode to false in production, addresses: #16

Details

  • Defaulting django debug setting to false for deployed/production app.
  • Added README instructions on enabling this for local dev.

Testing/QA

  • Tested locally.
