This MR updates
Summary
This PR upgrades to [email protected]+ on Frontier. The lag in Frontier's HiOp version breaks many things on Frontier. While we wait for the [email protected] upgrade (#89), I've updated HiOp based on [email protected].
I've also removed the use of the
-no_optfileoption in test, which I noticed as a warning when running tests, and the change log claims this was removed since v1.3. Let me know if you'd rather separate the two PRs.
