ARMCI-MPI 2024 release Latest

This release includes:

• a profiling tool (see https://github.com/pmodels/armci-mpi/blob/master/PROFILING.md for details)
• many other small fixes and improvements (see below)

This release is being made so I can use it in Spack.

This release supports new API functions required by Global Arrays. See the following for details:
