Introduces the option for users to opt-in for overwriting existing pull request descriptions. By setting the overwrite_description input to true, users can now allow the GitHub Action to update the PR description even if one already exists.

This change provides more flexibility and control to users, enabling them to customize the behavior of the Action based on their preferences. It ensures that meaningful pull request descriptions can be generated or updated as needed, without the restriction of only running when no description is present.

Overall, this enhancement offers a convenient way for users to manage and improve their PR descriptions efficiently.

Allow users to run the action and overwrite the PR description
even if one already exists.
This will allow for the description to remain consistent with the
PR changes and not require for the users to manually clear out the
PR description in order to get the Action to run.
