Add remote wms service to search

Allow administrators to add remote WMS layers and services to GeoNode.

This will give the service's layers Information Pages, make them visible through GeoNode's search interface, and provide them to the Map Composer.

This would demonstrate GeoNode's potential for aggregating data from other sources, including legacy WMS's and other GeoNodes. A prerequisite to GeoNode federation.

Phases

The first phase of this feature is to allow users to add single remote WMS layers.

The second phase is to allow administrators to add whole services.
