As discussed and determined by PMs, Allen Gao told the doc team that they would officially announce that we no longer maintain TiDB Binlog starting from early Jan 2023. The tech code will be kept for another year and then be deleted around Jan 2024. Therefore, we create this PR to add a warning in TiDB documentation pages.
