Generally for `sqlite_fdw` access managment `FOREIGN SERVER` owner can be like _remote access manager_ for other FDWs.
_Remote access manager_ can block any data modififcations in remote database for _remote user_ of a FDW. In this case SQLite have no user or separate access conceptions, hence `FOREIGN SERVER` owner combines _remote access manager_ role with inrernal PostgreSQL roles such as `FOREIGN SERVER` access managment.
