Describe the issue:
For End of Contest (EOC) procedures, the results.tsv must be generated PRIOR to finalizing the contest (before "B" is determined). Currently PC2 does not allow this.

To Reproduce:
From the Reports tab of the administrator or server, try to generate a results.tsv report or export all results files.

Expected behavior:
A results.tsv file should be generated representing the current state of the contest.

Actual behavior:
PC2 indicates an error saying the contest is not yet finalized, and no results.tsv is produced.

Observed at WF Luxor 2024. JB also noticed this during PacNW.
