Support for Installation on Apple Silicon Macs

As pointed out in Issue #8, Apple maintains their own fork of Tensorflow for their latest ARM-based processors.

The previous packaging didn't account for platform-specific dependencies.

Changes

  1. Add platform-specific dependencies for MacOS
  2. Add platform-specific dependencies for ARM-based Macs
  3. Update package version to allow for clean install

You're asking for tensorflow-metal >=2.3, but the currently version is 0.5.1

Thanks for pointing that out. I got the versions confused (apparently both the MacOS fork and the deps package match the Tensorflow version somewhat, but their pluggable devices extension follows its own versioning...).

I think it's maybe best to not use any version specifier, as even Apple's install guide doesn't do it ¯_(ツ)_/¯
