Description

  1. Fixes a problem with Slack notifications (there is a limit of 10 section items)
  2. Fixes issue with Artifacts build step for branches whose name starts with letters after t e.g. w.

@scott-brust FYI the backport should not include Tracker M/P2 stuff, so only release-publish.sh fix is required.
