[CES-586] IAM: replace io-p-adgroup-developers with io-p-adgroup-auth-admins/developers/externals

List of Changes

Remove any roles to io-p-adgroup-developers Entra ID group
Add proper roles to io-p-adgroup-auth-admins, io-p-adgroup-auth-devs and io-p-adgroup-auth-externals Entra ID groups

Motivation and Context

Auth resources should be modified by Auth team only.
Other teams will be Reader of the subscription soon
