After some more discussion, we've decided to override the config locally (since others may want to track replicas with departure migrations; also some other enhancements need to be tried that are specific to our infra). |

Purpose
I saw ptosc/departure error out when doing the migration for #4648. More information on the ticket, but basically it seems that departure was interpreting replica disconnects as fatal errors (which regular ptosc does not do).
