Create a report torrent form

FEATURE: Add in a feature to report torrent problem on SA.

PROGRESS TASKS:

• Add in the torrent_controller (Take in example from the contact_form_controller) & add in spec
• Add in the torrent_form viewer layout page
• Add in the torrent_form mailer controller & viewer
• Setup the routes to know where to go to the landing page
• Add in the recaptcha for mailer and the torrent_form_controller (This comes from the recaptcha_behavior)
• Setup the link of the form in the footer.html.erb
• Add in locale for languages if possible
