[Velbus] VMB4LEDPWM-20 ON and OFF commands not responding

Thanks for adding the VMB4LEDPWM-20 module

I've been using it was dimmer items and it's been working just find.

However when Alexa / Google Assistant sends an ON or OFF command, the channel doesn't react.

I've just tried a Switch item and it doesn't work.

Expected Behavior

Mapping ON to 100%
Mapping OFF to 0%

Current Behavior

Slider / Dimmer works perfectly
Switch commands do not work

Possible Solution

??? Mapping ON and OFF ?
