Remove reference to Code for America

Remove references to Code for America because we are no longer a brigade of that organization. Rephrase that text to describe how we are a group of volunteers.

Should we include a mention of Open Collective or ACT?

@natebass I think we should include those mentions. Open Collective is our fiscal sponsor and where we should direction our donation page to or include an embed of it. Then I believe a reference to The Alliance of Civic Technologists (ACT) should go on a sponsors/mentions/partners page.

Issue is being put on hold until OpenFresno is able to acquire our domain from Code for America and finish setting up the template through OpenSac.org.
