Change CURRENT COMMUNITY PARTNER section to a highlight section.

Just so we are already matching the opensac.org page, I think we can rename the section "Our Collaborations and Partnerships". Then we can include The Alliance of Civic Technologists (ACT) and OpenCollective in the section, as well, like mentioned in issue #16.

Issue is being put on hold until OpenFresno is able to acquire our domain from Code for America and finish setting up the template through OpenSac.org.
