Previously, the build failed since Rubocop allowed newer versions of parallel to be installed. However, the last version compatible with Ruby 2.5 is parallel 1.24.0
Due to a conflict of the `base-files` package between Debian and Ubuntu, we cannot use the Debian-based sources any longer. https://www.mail-archive.com/[email protected]/msg1977539.html

After merging #37, we rebuilt all images. For R and Ruby, the build process failed due to changes upstream. Hence, this PR fixes that behavior and ensures that all images can be built again.
