This PR adds an entirely new user-contributed tutorial on how to set-up and use Open-WebUI's new jupyter feature released in v0.5.11.
Per @tjbck's earlier suggestion on my SQLite PR, I've also added a warning to users in this tutorial that it is based on the features that are available as of v0.5.16. This is an important warning as Open-WebUI is constantly releasing updates to this feature.
To the Open-WebUI community - welcome all input and ideas for how to improve this tutorial :)
