This adds a "PR Security" workflow for Github Actions that performs Semgrep code scans on pull requests. It is part of a security tooling rollout for the organization. The goal is full coverage of all active Github repositories in the
onemedicalorganization.The workflow file is completely standalone. It does not interact with or impact any other files in the repository, including CircleCI pipelines.
