Grunt.js configuration for boilerplate web development tasks

Running grunt in project's directory will perform the following tasks:

• Concats all .js files under javascript/vendors/ to dist/vendor.js
• Performs compass watch for scss files found in sass/ folder
• Precompile handlebars templates
