PeerBanHelper 是一个 BT 反吸血工具，能够自动封禁不受欢迎、吸血和异常的客户端，并支持自定义规则。与 qBittorrent/Deluge/BiglyBT/Vuze(Azureus) 下载器兼容。
考虑到 1panel 仓库已经有了 qBittorrent 下载器，在这个省间结算导致出现大量 PCDN 恶意拿 BT 刷下行的今天，配套的反吸血工具已经成为了在 BT 网络上冲浪的重要辅助工具。
本 PR 添加了 PeerBanHelper 的 Docker 镜像。
